Regarding Meitei ST: Granting a community ST (Scheduled Tribe) status in India is solely dependent on the President, based on the recommendation of Parliament, not the High Court or State government. That is why the Supreme Court canceled the order given by the Manipur High Court and the state government (Meitei government) as unconstitutional, following the Milind vs. State of Maharashtra (2001) judgment. There are fundamental rights under the Constitution of India, where every citizen not only has the freedom of speech and expression but also the right to assemble peacefully without arms in public places to dissent against the government.
